NITDA to License Software Testing Firms Under New Quality Assurance Framework

The National Information Technology Development Agency (NITDA) has announced plans to begin licensing technology firms for software testing as part of efforts to standardize information technology project implementation across government institutions and regulated private sector organizations.

The initiative follows the launch of the National Software Quality Assurance (SQA) Framework, a new policy designed to ensure that all Federal Government software projects undergo independent third-party testing and certification before they are deployed.

According to a statement issued on Wednesday by NITDA's Director of Corporate Communications and Media Relations, Mrs. Hadiza Umar, the framework seeks to reduce costly IT project failures, strengthen cybersecurity, and improve public confidence in digital government services by establishing national standards for software development, testing, and deployment.

The framework, signed by NITDA Director General Kashifu Inuwa Abdullahi under the provisions of the NITDA Act 2007, introduces a structured quality assurance process intended to improve the reliability, security, and performance of government software systems.

Under the new policy, software testing and certification will be conducted by licensed independent firms before government digital solutions are approved for use. This is expected to ensure that applications meet established standards for functionality, security, performance, and compliance before implementation.

NITDA stated that the framework will become a mandatory requirement for obtaining IT Project Clearance for all Federal Government software projects beginning in the second quarter of 2027. Government agencies will therefore be required to obtain independent software quality certification before launching new digital platforms or major software upgrades.

The agency believes the initiative will promote accountability in public sector technology projects, minimize system failures, reduce waste associated with poorly executed IT investments, and strengthen Nigeria's digital infrastructure.

Industry stakeholders have welcomed the move, noting that standardized software quality assurance could improve service delivery, enhance cybersecurity resilience, encourage greater professionalism within Nigeria's technology ecosystem, and create new opportunities for certified software testing companies.

As Nigeria accelerates its digital transformation agenda, the National Software Quality Assurance Framework is expected to play a key role in ensuring that government technology projects are secure, reliable, and capable of delivering efficient public services while supporting the country's broader digital economy objectives
